| Q |
Is
the product certified as conforming
to EU Council Regulation no. 11103/97 of 17th
June 1997 for conversion? |
| A |
Yes,
HelloEURO is fully compliant with EU Council Regulation
1103/97.
Regulation 1103/97, which is based on Article 235 of the
Treaty, entered into force on 20 June 1997. It is the first
regulation dealing with the single currency which is already
in force and binding and directly applicable in the whole
European Union. It contains provisions on the ECU-euro
conversion, the continuity of contracts and rules on the use
of the conversion rates and on rounding:
Regulation 1103/97 confirms the 1:1 conversion between the
official ECU-basket and the euro as follows: -
’Whereas the Council, when acting in accordance with the
first sentence of Article 109l (4) of the Treaty, shall
define the conversion rates of the euro in terms of each of
the national currencies of the participating Member States;
whereas these conversion rates should be used for any
conversion between the euro and the national currency units
or between the national currency units; whereas for any
conversion between national currency units, a fixed
algorithm should define the result; whereas the use of
inverse rates for conversion would imply rounding of rates
and could result in significant inaccuracies, notably if
large amounts are involved;
Whereas, in order to achieve a high degree of accuracy in
conversion operations, the conversion rates should be
defined with six significant figures; whereas a rate with
six significant figures means a rate which, counted from the
left and starting by the first non-zero figure, has six
figures’
Basically Regulation 1103/97 stipulates that only the
conversion rates of one euro in terms of each of the
participating currencies should be fixed, e.g. 1 EUR equals
39,2345 BEF. These rates will be adopted by the Council with
six significant figures, which should not be rounded or
truncated when making conversions.
The rates adopted by the Council must be used for
conversions either way between the euro and the national
currency units, and also for conversions between national
currency units. No inverse rates will be defined and no
bilateral rates for making conversions between national
currency units. For the latter case an algorithm has been
defined which explains how to convert from one national
currency unit to another. The first step is to convert from
the national currency unit into the euro unit; this
intermediate result has to be calculated to at least three
decimal places. In a second step one has to convert this
euro amount into the other national currency unit.
Alternative methods of calculation are allowed, provided
they produce the same result as the algorithm.

|
| Q |
What
size is the package - is it active at all times - if so,
what resource implications ensue? |
| A |
Depending
on the edition of the software HelloEURO ranges in size from
4.3MB to 4.8MB for the Developer Edition.
HelloEURO is not ‘active’ at all times it is
displayed using the Euro icon in the taskbar of the user’s
desktop. It is
designed to be running in conjunction with Microsoft Office
so no depreciation in performance is evident as it swaps
memory as needed. Please
note that resource implications are dependant on a number of
items that are totally outside our control e.g. hardware in
use, standard desktop, operating system etc.
